BISHOPS CALL FOR EXTENSION OF TRADE PREFERENCES FOR HAITI AS PART OF LONG-TERM RECOVERY SUPPORT

WASHINGTON—As part of an effort to address the long-term needs of the Haitian people, the United States needs to extend trade preferences for Haiti, said Bishop Howard J. Hubbard of Albany, N.Y., Chairman of the Committee on International Justice and Peace of the United States Conference of Catholic Bishops. In a February 19 letter, Bishop Hubbard called on the Senate Foreign Relations and Finance Committees to support the “Renewing Hope for Haitian Trade and Investment Act” (S. 2978) so that it moves quickly through the legislative process.

“While an integrated vision of what it will take to help Haiti recover from the earthquake of January 12, 2010 is needed, the people of Haiti cannot wait until a comprehensive strategic plan is developed,” Bishop Hubbard wrote. “The bill represents an important start and an opportunity to improve the lives of the Haitian people.” The bishop noted that the “Renewing Hope for Haitian Trade and Investment Act” would extend the preferences already granted to Haiti under the Haitian Hemispheric Opportunity Through Partnership (HOPE II) Act of 2008 and the Caribbean Basin Economic Recovery Act. The latter is due to expire in October and is already influencing importers’ fall season orders of apparel goods manufactured in Haiti. S 2978 would extend HOPE II through 2022 and the Caribbean Basin Economic Recovery Act through 2013.

Bishop Hubbard noted that improvements could be made to S. 2978.

“Down the road it will be important to adopt broader preferential treatment for Haitian goods, but immediately extending the existing preferences will be important to the sustainable development of Haiti,” he wrote. “While under this modest legislation Haitian factories are still limited in what they can produce and export under the U.S. preference program to basic garments that have ‘little’ value added, extending the existing trade preferences will help the Haitian economy quickly create badly needed jobs and can reduce poverty in the long-term as well as encourage exporters to rebuild more quickly.”

The letter from Bishop Hubbard can be found online at: http://www.usccb.org/sdwp/international/2010-02-19-let-hubbard-senate-haiti.pdf

300+ leaders to meet at Notre Dame May 6-8

Website will live stream presentations, testimonies and dialogue

Cultural competency guidelines to be developed

WASHINGTON—Three hundred church leaders —bishops, priests, religious and laity—from all ethnic and cultural families and walks of life will gather May 6-8, at the University of Notre Dame for the Catholic Cultural Diversity Network Convocation (CCDNC).

[more and to read Spanish version]

This event coincides with tenth anniversary of Encuentro 2000, the Millennial Jubilee multicultural celebration. It will continue the dialogue initiated a decade ago by highlighting the challenges and opportunities in linking the Church’s growing racial, cultural and ethnic diversity with the need to foster a robust Catholic identity. The process responds to the USCCB priority on cultural diversity and is a first step in developing and widely disseminating intercultural competency guidelines.

“It is no secret that most U.S. Catholic parishes, dioceses, schools and organizations as well as the ranks of the clergy, religious and lay leaders are undergoing a profound change as a result of dramatic demographic shifts,” said Jesuit Father Allan F. Deck, executive director of the United States Conference of Catholic Bishops (USCCB) Secretariat of Cultural Diversity in the Church.

The convocation will provide leaders with an opportunity to share stories within their own communities and with a wider cross-section of colleagues from other communities. The dialogue will revolve around three main questions: How do today’s diverse members of the Church understand themselves as a communion in diversity? What do they want to say to their brothers and sisters in faith from other cultures? What are the opportunities moving forward for building relationships and collaboration?

This process is vital since “new leadership mostly of non-European descent is arising in the Church of the United States,” said Father Deck. “That leadership, however, is still largely focused on its own people and only vaguely aware of its role in relationship to the whole Church.”

Father Deck explained that, over the years, diverse cultural/racial groups have tended to participate in the Church working within their own groups.

“While there is nothing wrong with this — indeed, it is necessary to create a sense of security and strengthen leadership among fledgling ecclesial communities — today it is becoming clear that for the common good there must be more dialogue across the boundaries of race and culture.”

Participants have been invited from a number of Church groups from around the country selected to represent the diversity present in the U.S. Church, including those of European descent. The number of representatives has been limited to 300 to facilitate the dialogue. More than 25 bishops are expected to attend.

A new Website (http://www.usccb.org/ccdnc/) will offer information on the event as well as pre- and post-convocation activities and reflections. The event itself will be live streamed May 6-8 from Notre Dame on this Website.

The CCDNC is sponsored by the USCCB, the USCCB Committee on Cultural Diversity in the Church, the University of Notre Dame, and The Institute for Church Life of the University of Notre Dame and many othershttp://www.usccb.org/ccdnc/) ofrecerá información sobre el evento e incluirá actividades y reflexiones tanto previas como posteriores a la convocatoria. El evento será transmitido en vivo (live stream) desde la Universidad de Notre Dame a través de esta página de Internet los días 6 al 8 de mayo.

Religious freedom means action in the public square, says Cardinal George

Expansion of abortion, gay rights threaten religious freedom

Catholics, Mormons, other defenders of conscience must unite for religious liberty

SALT LAKE CITY—Catholics and Mormons stand as one in defense of religious liberty, said Cardinal Francis George of Chicago, President of the United States Conference of Catholic Bishops.

He spoke February 23, in Salt Lake City in an address titled “Catholics and Latter-day Saints: Partners in the Defense of Religious Freedom,” at Brigham Young University. The address can be found at www.usccb.org/seia/catholics-latter-day-saints.pdf

The concept of religious freedom shared by Catholics and Mormons “cannot be reduced to freedom of worship or even freedom of private conscience,” he said.

“Religious freedom means that religious groups as well as religious individuals have a right to exercise their influence in the public square, and that any attempt to reduce that fuller sense of religious freedom, which has been part of our history in this country for more than two centuries, to a private reality of worship and individual conscience as long as you don’t make anybody else unhappy, is not in our tradition,” he said.

Churches and other religious bodies prosper “in a social order that respects religious freedom and recognizes that civil government should never stand between the consciences and the religious practice of its citizens and Almighty God,” he said.

“The founding Fathers understood when they amended the Constitution that the separation of church and state springs from a concept of limited government and favors a public role for churches and other religious bodies in promoting the civic virtues that are vitally necessary in a well‑functioning democracy,” he said.

He highlighted “threats to religious freedom in America that are new to our history and to our tradition.”

“Threats to conscience in healthcare have become prominent recently, particularly in the context of our discussion about health care reform legislation,” he said.

“Once Roe v. Wade was decided in 1973, some advocates for abortion would interpret that decision even more broadly than it was drawn, in a way that would threaten the consciences of Catholic and other healthcare workers and institutions. Specifically, they argued, Roe did not merely declare a right to have the government not interfere with a woman’s privacy, but also the right to have the government positively assist in a woman’s having an abortion—whether by government’s funding the abortion, and therefore using our money in such a way that we all become complicit in what we regard as a morally heinous act, or by government’s inducing or compelling others to provide the abortion. If the civil law were to impose such pressures and duties to assist in provision of abortion and other immoral procedures, then freedom of conscience would be directly threatened.”

Congress passed the Church, Hyde and Weldon Amendments to protect individuals and institutions from being forced to violate their principles, he said.

“All these are still in place, but what’s in question now is how they will survive the present healthcare debate. In that debate, the Catholic bishops have tried to play a role as a moral voice, not as politicians.”

“In the realm of moral principle,” he added, “the bishops have stressed two points: first, that everyone should be taken care of. We need health care reform. There are pregnant women who don’t have the prenatal care they should have; there are people with preexisting health conditions who cannot get insurance; there are too many gaps in our care and too many people aren’t being taken care of by the government or by hospitals or by private philanthropy,” he said. “The second moral point is that no one should be deliberately killed. Health care doesn’t include euthanasia and doesn’t include abortion; those are killings, not treatments.”

Gay rights and the call for same‑sex marriage pose another threat to religious liberty. Again, with the LDS church, Catholics hold that every person is made in God’s image and likeness, Cardinal George said.

“Every single person, no matter their sexual orientation, must be respected as an individual; everyone must be loved because they’re loved by God. Loving someone, however, doesn’t mean that one approves of everything they do,” Cardinal George said.

“With the advocates of same‑sex ‘marriage’ legislation, we can expect a one-two punch from hostile governments, whether locally or perhaps federally,” he said. “We will see, first, attempts to compel traditional religious organizations to afford same‑sex, civilly married couples the same special solicitude that they afford actually married couples, whether in the provision of employment benefits, adoption services, or any of a number of other areas where religious groups operate in the broader society and where rights hinge on whether or not one is civilly married. If this first wave is successfully resisted, there will be a second series of government punishments for that persistence. We will lose state or local government contracts, tax exemptions, anything else that could be characterized as a ‘subsidy’ for our ‘discrimination.’”

“Catholics and Mormons stand with one another and with other defenders of conscience,” he said, and “can and should stand as one in the defense of religious liberty.”

Collaborative efforts may include, he said, “common statements and court testimonies demonstrating principles that are consonant with our religious beliefs, even as they are expressed in the language of law and human reason.”

“If this continues to be our shared calling, one to which we invite others, then we will defend religious liberty first of all for the good of law itself, knowing that good law protects everyone’s rights, no matter how feeble they might be. That’s the purpose of law: to defend those who otherwise could not defend themselves. We will be together in this struggle for the good of society itself, believing with Alexis de Tocqueville that churches and religious bodies play a crucial role, a mediating role, in fostering a nation’s civic life. Finally, we will work together because it is for the good of the people whom we shepherd in our own communities, Mormons and Catholics who take pride in our citizenship as Americans and in our legacy of service to the nation, and who continue to claim full citizenship in this pluralistic country," he said.

He spoke of Catholics’ and Mormons’ early history in America.

“Religious conviction combined with America’s founding vision of religious liberty and justice for all was what sustained our people in a hostile environment and eventually enabled them to emerge from their enclaves to make a very great and significant contribution to the political and cultural life of our nation,” he said. “It is therefore true especially of our two groups, the Latter-day Saints and the Catholic Church, that the defense of religious liberty affirms what is deepest in our self-identity.”

---

We are breathing a sigh of relief as it appears that there has been no major tsunami impact here in Hawaii. The tsunami warning was cancelled at approximately 1:40pm Hawaii time, though the Pacific Tsunami Warning Center will continue to monitor the ocean. Please be vigilant. Normal, non-ocean activity is expected to resume shortly. Mahalo to the Governor, the Hawaii State Civil Defense team, Fire and Police departments, media and others who have assisted our community during this difficult time. We continue to pray for the people of Chile.

-------

At approximately 8:40pm Hawaii time last night Friday a major 8.8 earthquake struck Chile. A tsunami warning is in effect for Hawaii and the Pacific region. The first wave is expected to hit Hilo at 11:05am this morning Saturday and the other islands shortly afterwards (Kahului at 11:26, Honolulu at 11:37, and Nawiliwili at 11:42). Beach shorelines should be avoided.

We highly recommend that all non-essential parish and diocesan activities be cancelled. The meeting of the Diocesan Implementation Commission has been cancelled. In order to facilitate evacuation and emergency access, please limit use of roadways.

Please stay tuned to your local radio and TV stations for up to date information. And please check on your elderly neighbors and be prepared to assist. Patience and prayer are encouraged. Do not panic.

For the latest information on the tsunami warning check out the Hawaii State Civil Defense website at http://www.scd.state.hi.us/index.html. The site also includes a Tsunami Evacuation Zone Mapping tool to check whether your location should be evacuated.

WASHINGTON—On the eve of the White House Health Care Summit, the U.S. Bishops urged Congressional leaders “to commit themselves to enacting genuine health care reform that will protect the life, dignity, consciences and health of all.” In their February 24 letter to Congressional leadership, the bishops also cited their longtime support of adequate and affordable health care for all, calling health care a basic human right.

The letter was signed by Bishop William Murphy of Rockville Centre, New York, Cardinal Daniel DiNardo of Galveston-Houston and Bishop John Wester of Salt Lake City, chairs of the bishops’ committees on Domestic Justice and Human Development, Pro-Life Activities and Migration, respectively.

The Honorable Harry Reid

Senate Majority Leader

Dear Senate Majority Leader Harry Reid:

On behalf of the United States Conference of Catholic Bishops (USCCB), we strongly urge the congressional leaders from both parties meeting on February 25, 2010 to commit themselves to enacting genuine health care reform that will protect the life, dignity, consciences and health of all. It is time to set aside partisan divisions and special interest pressures to find ways to enact genuine reform. We encourage the Administration and Congress to work in a bipartisan manner marked by political courage, vision and leadership.

The Catholic bishops have long supported adequate and affordable health care for all, because health care is a basic human right. As pastors and teachers, we believe genuine health care reform must protect human life and dignity from conception to natural death, not threaten them, especially for the voiceless and vulnerable. We believe health care legislation must respect the consciences of providers, taxpayers, purchasers of insurance and others, not violate them. We believe universal coverage should be truly universal and should not be denied to those in need because of their condition, age, where they come from or when they arrive here. Providing affordable and accessible health care that clearly reflects these fundamental principles is a public good, moral imperative and urgent national priority.

The U.S. Catholic bishops continue to urge the House and Senate to adopt legislation that:

·         Ensures access to quality, affordable, life-giving health care for all;

· Protects the access to health care that immigrants currently have and removes current barriers to access.

For details on the bishops’ positions on health care, please visit www.usccb.org/healthcare.

We will continue to work vigorously to advance true health care reform that ensures affordability and access, keeps longstanding prohibitions on abortion funding, upholds conscience rights, and addresses the health needs of immigrants. Dialogue should continue and no legislation should be finalized until and unless these basic moral criteria are met. Without commenting on specific proposals that may be brought to the summit, we will work to ensure that legislation meets these criteria and will oppose legislation that does not meet them. We hope and pray thatthe Congress and the country will come together around genuine health care reform that protects the life, dignity, consciences and health of all.

WASHINGTON—As part of the ongoing response to the devastating earthquake in Haiti, Archbishop José H. Gomez of San Antonio, chairman of the U.S. Conference of Catholic Bishops (USCCB) Subcommittee on the Church in Latin America, has created a Haiti Advisory Group to help assess the impact on the local Church. Haiti was hit by a 7.0 earthquake on January 12.

Archbishop Gomez, who will chair the advisory group, will be joined by Cardinal Seán O’Malley, O.F.M. Cap., Archbishop of Boston, Bishop Thomas Wenski of Orlando, and Bishop Guy Sansaricq, Auxiliary Bishop of Brooklyn and the only Haitian-American bishop in the United States.

Several members of the group will visit Haiti March 1-3 to begin assessing the damage to the Church and to identify how the Subcommittee can assist.

“The visit by the Advisory Group of bishops will help begin an assessment and enable us to advise the Subcommittee on the Church in Latin America on the eventual distribution of special collection funds,” Archbishop Gomez explained. “The purpose in setting up a special advisory group is to ensure that we can remain focused on the long term development needs of the Church in Haiti. The bishops will call upon other experts to help them in this task.”

Looking ahead to the visit, Archbishop Gomez said: “Immediately after the quake hit, the Bishops called for special prayer services and vigils. In addition, they asked all dioceses to take up a special collection for immediate emergency needs, long term rebuilding needs, and for the pastoral and reconstruction needs of the Church in Haiti. Only a few weeks later, one hundred ten U.S. dioceses have sent nearly $30 million to a special Haiti Relief Collection fund. Money from parishes and dioceses continues to come in.”

Cardinal O’Malley noted the ongoing concern of U.S. Catholics for the Church and the people in Haiti.

“The worldwide response to help Haiti recover from this disaster has been unprecedented. The Catholic response in particular is a profound example of stewardship and the universal bonds that unite the Church. In traveling to Haiti, we will express the ongoing concern of all those Catholics who have reached out to Haiti in prayer and material support.”
