This video about the Diocesan Pastoral Council will give you an idea of the work of the council.  Nominations for new representatives for Central Oahu and Kauai vicariates and the Molokai/Lanai islands will begin in late February.  Nomination packets will be sent to the pastors of these vicariates/islands and will be available on the diocesan website and through the Enews.  If you are interested in applying or nominating someone, please talk to your pastor.
