BISHOPS WELCOME UPDATE OF VATICAN NORMS ON SEXUAL ABUSE
WASHINGTON—Bishop Blase Cupich of Spokane, Washington, Chairman of the U.S. bishops’ Committee on Protection of Children and Young People, welcomed the Vatican’s update of its 2001 norms dealing with clergy sexual abuse of minors in a July 15 statement. The new norms include the abuse of a mentally disabled adult and the downloading of child pornography in the same category as abusing a minor and also extend the Vatican’s statute of limitations for sexual abuse to 20 years after the victim turned 18.

The Vatican action is a welcome step forward as we deal with the terrible crime and sin of sexual abuse by a cleric. What we read today from the Congregation for the Doctrine of the Faith is heartening. The bishops in this country felt the support of the Holy See in 2002 with the establishment of the Essential Norms and we are strengthened even more as the measures outlined in this document build on and go beyond what has been particular law for the Church in the United States since then.
The seriousness with which the church views sexual abuse of a minor by a cleric cannot be understated. By putting child sexual abuse by clergy in the same context as the safeguarding of the sacraments, the Church is making it clear that such misconduct violates the core values of our faith and worship.
Today the Congregation for the Doctrine of the Faith notes that the abuse of the mentally impaired, no matter what the person’s age, is horrific. Abuse of someone who cannot defend himself or herself is craven, cowardly behavior.
Welcome, too, is the recognition that the crime of child pornography damages not just those who pursue it, but any child degraded in the making of it. Child pornography is a degradation of any child of God. A priest’s involvement with it is particularly offensive.
The document makes law of measures that have already been in use by the Congregation of the Doctrine of the Faith to facilitate handling of cases brought to the Vatican. This is an important step in the continuing effort to achieve justice for innocent people whose trust in a cleric was violated.
The adoption of these modifications to the original norms of the Apostolic Letter, The Safeguarding of the Sanctity of the Sacraments (Sacramentorum sanctitatis tutela) issued in April 2001, furthers our strong resolve to do all that is possible to see that children are protected and safe, especially in the Church. We apologize to those who have been hurt in the past. We are doing everything possible to prevent such harm in the future.

ACTUALIZACIÓN DE NORMAS VATICANAS SOBRE ABUSO SEXUAL BIENVENIDA POR OBISPOS ESTADOUNIDENSES
WASHINGTON—El Obispo Blase Cupich de Spokane, Washington, presidente del Comité para le Protección de Niños y Jóvenes de la conferencia episcopal estadounidense, expresó aprecio por la reciente actualización hecha por el Vaticano de las normas que tratan con el abuso sexual de menores establecidas en 2001, en un comunicado con fecha 15 de julio. Las nuevas normas incluyen el abuso de personas adultas con discapacidades mentales y el uso o descarga de pornografía infantil en la misma categoría que el abuso de menores. Asimismo extendió el límite de tiempo para reportar casos de abuso sexual a 20 años después de que la víctima haya cumplido 18 años de edad.

Esta acción del Vaticano es un paso adelante para tratar con el terrible crimen y pecado del abuso sexual por parte de un clérigo. Lo que leemos hoy de parte de la Congregación para la Doctrina de la Fe es alentador. Los obispos de este país sintieron el apoyo de la Santa Sede en 2002 con el establecimiento de las Normas Esenciales, y se sienten aún más fortalecidos al ver ahora que las medidas delineadas en este documento desarrollan y van más allá de la que ha sido la normativa particular en los Estados Unidos desde entonces.
La severidad con la que la Iglesia ve el abuso sexual de un menor por parte de un clérigo no puede subestimarse. Al poner el abuso sexual de un niño por parte de un miembro del clero en el mismo contexto que la salvaguardia de los sacramentos, la Iglesia está dejando claro que tal conducta viola los valores centrales de nuestra fe y nuestro culto.
Hoy la Congregación para la Doctrina de la Fe señala que el abuso de personas mentalmente discapacitadas, sin importar la edad, es algo espantoso. El abuso de alguien que no puede defenderse a sí mismo/a es un comportamiento cobarde.
Bienvenido también es el reconocimiento de que el crimen de la pornografía infantil daña no sólo a los que la buscan sino también a todo niño degradado en su elaboración. La pornografía infantil constituye una degradación de cualquier hijo de Dios. La involucración de un sacerdote en este comportamiento es algo particularmente ofensivo.
El documento convierte en ley medidas que han estado en uso por parte de la Congregación para la Doctrina de la Fe para facilitar la tramitación de casos llevados ante el vaticano. Esto supone un paso importante en el esfuerzo continuo por lograr la justicia para personas inocentes cuya confianza en un clérigo fue violada.
La adopción de estas modificaciones a las normas originales recogidas en la Carta Apostólica Sacramentorum sanctitatis tutela (Sobre la salvaguardia de la santidad de los sacramentos), promulgadas en abril de 2001, anima nuestra gran determinación de hacer todo lo posible para velar por que los niños estén protegidos y seguros, especialmente en la Iglesia. Pedimos perdón a aquellos a quienes se ha hecho daño en el pasado. Estamos haciendo cuanto está en nuestra mano para prevenir tal daño en el futuro.
